The IRC room that was set up was originally done by a chap who used to post here regularly, then it was set up on IRC, then it got moved to Yahoo, then back to IRC again after Yahoo proved how sucky it was by not letting people join the room. After that, we had a couple of people wading in and causing all sorts of stress, which caused Debaser to set up a room properly with all sorts of goodies to stop it being such a stress for everyone.
It does seem to be extraordinarily difficult for newer people to get access to it these days, which I think is kinda sad - the bad apples have spoiled the experience for everyone (myself included, cos I'd have liked new people to chat with as well.) I've been wondering this forever, because even though I work at another IPB forum, I never bothered to figure this one out:
I've seen a lot of people with scrolling sigs, both vertically and horizonatally. How do you do that? Can't believe I never bothrered to ask....

I used something called a marquee. If you go to Lissaexplains.com, and then go under the section "fun stuff" ( beware - you may go blind from all the bright extreme neon-ish colors in there, so grab some sunglasses...

You don't need many posts for a custom member title. I believe the current number is 10 or something around there. As for your other question, I'm not quite sure what you're asking about. If it's location, that's under My Controls > Personal Profile > Edit Personal Profile. It should be about the 8th thing down. Hope that helps!

I'm pretty sure that you can start threads right away in Introductions, Personal Concerns, and Creations, but you have to wait until... maybe 20 or 25 posts before you can start threads anywhere else.

Depending on the subject of your thread, it may well get half a dozen replies in one day, significantly more if there are two or more people online who disagree about your topic. And probably the biggest nationality on here is British, followed by American, and a scattering of others. No regular Aussie posters though, which I've always thought was a bit odd. However, even if you're looking for more replies than that, please don't deprive us of your interesting and thought-provoking thread. We do have at least one regular Australian member that I can think of. We have a few different nationalities, but the regular posting members are usually from the UK and the US. I'm not sure what the balance is precisely, but, like CM says, I'm fairly sure the UK is more heavily represented.
As for 'active': yes, the forums do have regular posts, and it seems to be picking up again lately. Really it depends on what's happening in the world or our lives. Naturally, if a topic is started in a way that prompts discussion then it will get more responses than one that doesn't. For example: 'my dog is great' wouldn't get much feedback, 'I love my dog, and he always likes drying himself on the sofa after it rains.
