I've Got Some Serious Problems With Our Government, Would anyone listen? Options

Okay, I have some SERIOUS PROBLEMS WITH OUR GOVERNMENT, as I have said. I don't agree with their ways of punishment to a crime. For example, if someone killed my mother, they would immediatly go to jail and be on the death row. Let's call the killer Bob. Even if in court Bob stated his reasons for doing so, they would not be pardoned. Now, If i was to get revenge and kill someone that BOB loved, I too would be sent to jail and put on death row, without even being able to explain my reasons for the crime. If I stated them, no one would ever give a carp. My opinion is that the government should take reasons into line as well. I know that in court, one can state their reasons for a crime, but the punishment for killing someone is always the same.

Anyway, Bob goes to his death. So do I, for avenging my mother. Is that right? NOOOOOOOOOOOOOOOOOO!

You see, back in the feudal Japan, if Bob was to kill my mother, he would be able to state his reasons for doing so and get punished. If he did it for no reason,. Bob would get killed. if he did it becaouse my mother hurt him in a serious way, he would probably get pardoned. If he killed again, the same trial would be held. However, this time Bob would have a dirty record.
Now, still in the feudal age, I avenge my mother and kill Bob. I go to a trial. They listen to my reasons for killing Bob and they pardon me, because he killed my mother and it was an act of revenge.
Now, in our time, I wouldn't be pardoned. I would go to the electrical chair.

Even with smaller crimes, sucha s stealing. If you steal bread now, you pay a fine if your caught. What if you stole it because you were starving? No one would care.
Feudal age: if you steal bread, you state your reasons. You stole it to get back at the baker--- lose a finger. You stole it because you were starving: work off the money.

does anyone see my point? if you do, please agree with me. If you don't set me straight. What are your opinions on our government compared to feudal Japan?
